A Centrally Sponsored Scheme is being implemented by the Central Government to Strengthening of Machinery for Enforcement of the PCR Act, 1955, and the SC/ST (Prevention of Atrocities) Act, 1989. Under this scheme, central assistance is provided to States and Union Territories for the implementation of these Acts and for providing relief to victims.
Shri Ramdas Athawale, Minister of State for Social Justice and Empowerment, informed the Rajya Sabha that central assistance amounting to a total of ₹747.17 crore has been released to Uttar Pradesh between 2019-20 and 2025-26. During this period, relief was provided to 1,43,543 victims of atrocities under the scheme.
The written reply also stated that ₹141.36 crore was released during 2019-20, benefiting 23,866 victims. Subsequently, funds were released as follows: ₹113.03 crore for 23,592 victims in 2020-21; ₹126.72 crore for 20,278 victims in 2021-22; ₹91.54 crore benefiting 23,828 victims in 2022-23; ₹97.95 crore for 19,240 victims in 2023-24; ₹89.49 crore benefiting 20,074 victims in 2024-25; and ₹87.08 crore during 2025-26, providing relief to 12,665 victims.
According to NCRB data, cases registered against Scheduled Castes in Uttar Pradesh under the SC/ST (Prevention of Atrocities) Act rose from 11,829 in 2019 to 14,642 in 2024, while the state’s conviction rate remained above the national average during this period. For Scheduled Tribes, the number of cases registered annually between 2019 and 2024 ranged from 3 to 36; a 100% conviction rate was recorded in 2019 and 2020, whereas no convictions took place from 2021 to 2024.
The House was informed that the Ministry releases central assistance to States and Union Territories, whereas the implementation of the scheme and the distribution of relief funds are the responsibility of the respective State governments. The Ministry does not maintain data at the central level regarding the actual compensation paid to the victims.
